The best research paper topics are always comparative politics. Comparative politics is the study of political systems in different countries. The subjects of the paper include such things as the historical development of the country, its political systems, its economic system, its educational system, its religious beliefs, its social systems, and the like.
These subjects are of course not exclusively the issue, they can be used to relate one country to another, or it can be used to explain why one country's social system works better than another country's social system. The difference can be huge and important.
